Within limits of assigned authority, the Programme Officer will be responsible for the following specific duties: 

•Serve as focal point for designated countries/UNODC Field Offices in the LAC region.

•Provide policy advice and technical support and backstopping, including on office operations, management and administrative matters and Umoja-related issues, to Field Offices in the LAC region.

•Contribute to the preparation of the necessary office, programme or project documents and reports, such as progress reports, work plans, budget, programme and performance reports. 

•Support and contribute to the development, implementation, monitoring and evaluation of programmes and projects in the LAC region, in line with the overall strategies and policies of UNODC and in full compliance with its technical and operational guidelines.

•Identify problems and issues related to implementation of projects/programmes, initiate corrective actions and ensure timely follow-up actions.

•Participate in needs assessment and other technical missions, where necessary, to evaluate and elaborate technical assistance proposals with cooperating governments, international funding institutions (IFIs), UN agencies, non-governmental and/or civil society organizations (NGOs/CSOs).

•Contribute to fund-raising in relation to crime, drug and terrorism-related projects and programmes by preparing, in coordination with the relevant Filed Offices and thematic sections/units, the materials required and by participating in donor meetings; building support for cost-sharing contributions from the Governments, identifying other alternative funding sources for UNODC projects and activities, etc.; coordinate the reporting on project progress and financial situation, and liaise with UNODC fund-raisers, donors and potential partners regularly.

•Provide substantive support to consultative and other meetings, conferences, etc., including by proposing agenda topics, identifying participants and preparing documents and presentations.

•Undertake outreach activities; conduct capacity-building workshops and seminars, as required; make presentations on implementation and progress of the projects as well as other related topics/activities.

•Liaise on substantive and management issues with counterparts in UN and UNODC, both in Vienna and in the field, officials of other organizations and specialized agencies; follow up on the UNODC decisions, issues and documentation with their officials.

•Liaise with Permanent Missions in Vienna on issues related to UNODC’s presence and action in Latin America and the Caribbean region.

•Coordinate the timely drafting and submission of briefing notes, background papers and analytical outputs requested by UNODC’s senior management and related to UNODC’s presence and role in the countries covered.

•Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Organize and coordinate the preparation of and draft/consolidate the reports to the Constituencies and other legislative and technical bodies as well as their subsidiary bodies (CND, CCPCJ, ECOSOC, GA).

•Brief external stakeholders, including government, civil society organizations, UN agencies, and the public in general, on UNODC's mandate, work, policies and strategies as well as carry out relevant advocacy efforts.

•Carry out the review, monitoring and analysis of social, economic and political developments and trends in the assigned drugs and /or crime-related areas at the national and /or regional level in the assigned geographical area. 

•Perform other work-related duties as may be assigned.

An experienced and highly motivated individual is required to coordinate public and community involvement, engagement and participation for the NIHR Applied Research Collaboration (ARC) National Priorities Programme in mental health, including children and young people. The aim of the programme is to catalyse and evaluate the co-produced implementation of high impact, evidence-based mental health interventions, at key stages of the life course, supra-regionally or nationally within 3 years. 

The post-holder will bring their research and project management skills to coordinate public and community involvement, engagement and participation.  

The post holder will work closely with the PCIEP lead and with each of the programme’s work streams to ensure PCIEP is embedded at all levels. The post holder will also work closely with the programme’s bespoke consortium (the ‘Mental Health Implementation Network’ [MHIN]) of key cross-disciplinary, cross-sector, government, NGO, clinical, commissioner, academic, service users, carers, members of the public and communities (PCIEP) stakeholders in co-producing and delivering key aspects of the programme and to establish effective ways of involving the consortium in the programme’s 5 workstreams (WS).

They will be the key figurehead for the Balance brand and programme lead for all alcohol-related activity. The programme is currently commissioned by seven local councils as part of their duty to protect and promote the health and well-being of their communities. PhD Studentship: Evaluating Therapeutic Life Story Work Among Young People with Multiple Disadvantages.

Research project

Therapeutic Life Story (TLS) practice as developed by Richard Rose grew from his social work with young people who had experienced toxic stress. Life Story work is widely used in UK social work teams, most specifically for adopted children. In November 2014, the National Institute for Health and Care Excellence (NICE), which reports on English medical, social and health issues, but also makes recommendations for UK – wide awareness, stated that all children in the care of English local authorities have a right to have life story work.

In Rose’s 2012 book, ‘Innovative therapeutic life story practice’ it is noted that social work practice is usually life history work whereby a story of the child’s pre-existing family facts is constructed for their future reference. However, Richard has developed, through his understanding of trauma and attachment, the practice for the therapeutic benefit of the young person.

TLS was developed with children who had been removed from the care of their parent(s) allowing them to reconstruct their history. It is now being applied worldwide to children and young people with a range of adverse experiences and Oasis intends to work with young people (across the full range 11-24) who have experienced domestic abuse and other difficult life experiences (substance misusing parents for example) and are those that might be deemed to have ‘latent vulnerability’.

The aim of the research will be to independently analyse the impact of this therapeutic method for adolescents who might be considered to have lives filled with abuse.

The successful candidate will work closely with the academic supervisors and Oasis Domestic Abuse Service throughout the research process (developing methods, data collection, analysis, disseminating findings in various formats).

This is an exciting opportunity for an experienced qualitative researcher to join Dr Polly Radcliffe’s team on an ESRC funded research project, “Governing parental opioid use: a relational ethnography”. The multidisciplinary study will critically examine how parents who use drugs and their families engage with health and social care services, with a focus on the quality of care that families receive, the extent to which their needs are met, and how the governance of parents affects trajectories and outcomes for families. The project has a strong focus on Public and Patient Involvement (PPI) and includes three phases: establishing a ‘learning alliance’ with stakeholders for the duration of the project, analysis of policy/practice guidance, and ethnographic research with families and services over a 21-month period.

The successful candidate will recruit and consent participants into the study; assist with the facilitation of stakeholder meetings; critically analyse policy/practice documents; conduct ethnographic fieldwork, including qualitative interviews and focus groups with families and professionals; undertake qualitative data analysis, including managing data using software such as NVivo; contributing to project publications, report writing, other dissemination activities; and research-related administrative tasks.

The Senior Coordinator will be responsible for providing direct training and technical assistance services to build state, jurisdiction, tribal, and community capacity in the application of data-driven decision-making to the selection, implementation, and evaluation of evidence-based programs and practices to prevent substance misuse.
