The Public Health Center of the Ministry of Health of Ukraine, together with international and national experts, has created the “National Model for the Provision of Care for People Who Use Substances and Those with Substance Use Disorders, Including Alcohol.”
This model provides a comprehensive framework for organizing medical and psychosocial support for people with substance use disorders in Ukraine. It serves as a practical guide that can be adapted to the needs of different communities, applicable both in peacetime and in crisis settings. Importantly, it is grounded in scientific evidence and aligned with human rights principles.
The document outlines interventions recommended for implementation and highlights key principles of care, including:
• respect for and protection of human rights
• continuity of care
• early identification of substance use disorders
• a stepped care approach
• use of evidence-based methods
• recovery-oriented practice
• deinstitutionalization of services
• trauma-informed care
• focus on mental health comorbidities
• a biopsychosocial and multidisciplinary approach
• attention to the needs of specific groups (military and veterans, women, adolescents)
• active patient involvement in decision-making
• community engagement and development of local services
