Στο πλαίσιο της επιβολής του νόμου, το UNODC έχει αναπτύξει ένα έγγραφο καθοδήγησης για να βοηθήσει στην υποστήριξη της αλλαγής νοοτροπίας σχετικά με τον τρόπο χρήσης της επιστήμης της πρόληψης για τη βελτίωση της ανάπτυξης της υγείας και της ασφάλειας των νέων.

Το UNODC συνεργάστηκε με εμπειρογνώμονες στην επιστήμη της πρόληψης, καθώς και με ορισθέντες εμπειρογνώμονες και επαγγελματίες από τα κράτη μέλη για να εδραιώσει τις εμπειρίες σχετικά με το τι λειτουργεί και τι όχι στην πρόληψη της χρήσης ουσιών εντός σχολικών χώρων στο πλαίσιο της επιβολής του νόμου.
