Европейский центр мониторинга наркотиков и наркозависимости (ЕЦМНН) был создан в 1993 году. Он был открыт в Лиссабоне в 1995 году и является одним из децентрализованных агентств ЕС. ЕЦМНН существует для того, чтобы обеспечить ЕС и его государства-члены фактическим обзором европейских проблем борьбы с наркотиками и надежной научно обоснованной базой для поддержки дебатов о наркотиках.
