UNODC (2012), In-Depth Evaluation of Paris Pact Phase III, United Nations, New York

The evaluation of Phase III of the Paris Pact Initiative (2010–2012), supported by UNODC’s Project GLO K31, examined how effectively this global partnership has addressed the trafficking and consumption of opiates, particularly those originating in Afghanistan. Bringing together 58 countries and 21 organisations, the Initiative has played a key role in strengthening international cooperation, improving data and analysis, and fostering better-informed policy decisions. Respondents acknowledged the importance of its consultative mechanisms — including the Policy Consultative Group and Expert Working Groups — in creating a platform for dialogue, knowledge exchange, and recommendations.

The report highlights that, while progress has been made, challenges remain in ensuring follow-up, active partner engagement, and clarity of objectives across such a diverse coalition. UNODC’s project team, especially through tools like the ADAM platform and the work of National Strategic Analysts, has added value by supporting coordination and capacity building. Stakeholders agree that the Initiative remains highly relevant and should continue into Phase IV, with an emphasis on effectiveness, stronger synergies with regional programmes, and sustained political will to translate recommendations into real change on the ground.
